Improve the accuracy, pertinence and effectiveness of reforms

General Secretary Xi Jinping visited grassroots cadres and masses in Tianjin before the Spring Festival, and after listening to the work reports of the Tianjin Municipal Party Committee and Municipal Government, he emphasized that Tianjin should carefully summarize the implementation of the reform measures that have been introduced, and plan and implement new reform measures based on the development and changes of the situation and tasks in order to effectively improve the accuracy, pertinence and effectiveness of reforms. This further points out the direction for continuing to comprehensively deepen reforms.
Comprehensively deepening reform is the fundamental driving force for advancing Chinese-style modernization and an important starting point for stabilizing the overall situation, adapting to situations, and opening up new prospects. As a national advanced manufacturing R&D base, a core area for northern international shipping, a financial innovation operation demonstration area, and a pioneering area for reform and opening up, Tianjin must accumulate more pilot experience on the road to reform and innovation and create new advantages for high-quality development.
The Third Plenary Session of the 18th Central Committee of the Communist Party of China sounded the clarion call for comprehensively deepening reforms. Since then, from laying foundations and pillars to comprehensively advancing and building momentum, to system integration, collaboration and efficiency, across all fields the institutional framework has basically been established while historic changes, systematic reshaping, and overall reconstruction have been achieved in many areas. The socialist system with Chinese characteristics has become more mature and finalized, and the level of modernization of the national governance system and governance capabilities has been significantly improved.
At the same time, we must also clearly realize that the more our country's current reforms advance, the more difficult it will be to implement; the more comprehensively they deepen, the more arduous the coordination task will be, and we need to make great efforts to crack the "hard bones" and resolve the deep-seated problems. Eliminate the shortcomings of hierarchical systems and mechanisms and break the barriers of solidified interests. The other side of challenges is opportunities. If we closely adhere to the inherent logic of high-quality development, focus on planning and implementing new reform measures, effectively improve the accuracy, pertinence and effectiveness of reforms, and fully stimulate the vitality of various business entities, we can achieve better results. Large development space, stronger development momentum and institutional foundation for sustainable development.
Comprehensive deepening of reform does not mean equalizing efforts, but must be based on reality, identify the focus, and achieve breakthroughs in fundamental and key issues. What institutional and mechanism obstacles still exist in building a high-standard market system, what obstacles still exist in deepening regional integration, and how to accelerate the construction of a new higher-level open economic system. A series of major issues involve the focus of reform and opening up, the difficulties of social concern. The focus of public concern determines the future of reform and also affects the future of the party and the country. It is necessary to grasp the situation and conditions on the basis of in-depth investigation and research, make accurate and scientific answers, and fundamentally enhance the accuracy and pertinence of reform measures.
For reforms that are not yet so accurate but require breakthroughs, we might need to pilot them first, cross the river by feeling the stones, respect practice and creation, encourage bold exploration and pioneering, open up new paths in practice, and then rise to the level after gaining experience. The institutional results will eventually be rolled out on a large scale, creating good conditions for the implementation of the national strategy. Local pilot projects are intended to reap overall benefits. Only by organically combining points and areas can we ensure more targeted "prescriptions and medicines" based on accurately identifying problems.
"In the affairs of the world, careful consideration and action are the most important things." Improving the accuracy and pertinence of reforms ultimately improves the effectiveness of reforms and actually solve practical problems. Only by truly clarifying responsibilities and division of labor, rewarding those who perform their duties, and holding those who fail to perform their duties accountable can we ensure the smooth flow of government orders, encourage reform and innovation, and prevent laziness from delaying reform opportunities. All regions and departments must follow the decisions and arrangements of the Party Central Committee, intensify the implementation of annual work points, hold both the reform list and the responsibility list in hand, check them one by one, and verify them one by one, and promote the implementation of responsibilities. Implement reforms, achieve new breakthroughs in high-quality development, and jointly create a new world for building a strong country and rejuvenating the nation.
