Xinhua News Agency, Beijing, July 11 – Xi Jinping, General Secretary of the CPC Central Committee, State President, Chairman of the Central Military Commission, and Director of the Central Committee for Comprehensively Deepening Reform, presided over the second meeting of the Central Committee for Comprehensively Deepening Reform on the afternoon of July 11, and reviewed and approved the “Opinions on Building a New Higher-Level Open Economic System and Promoting the Construction of a New Development Pattern”, “Implementation Plan for Deepening Rural Reform”, “Opinions on Promoting Dual Controls of Energy Consumption and Gradually Shifting to Dual Controls of Carbon Emissions”, “Opinions on Pilot Reform of the Salary System of Universities and Research Institutes”, “Opinions on Further Deepening the Oil and Gas Market System Implementation and Reforming and Improving the National Oil and Gas Safety Guarantee Capabilities”, and “Guiding Opinions on Deepening the Reform of the Power System and Accelerating the Construction of a New Power System”.
While presiding over the meeting, Xi Jinping emphasized that the establishment of a new higher-level open economic system was our initiative as a strategic measure to promote reform and development through opening up. We must build a new development pattern around services, focus on institutional opening-up, focus on investment, trade, finance, innovation and other key areas of foreign exchange and cooperation to deepen system and mechanism reforms, improve supporting policies and measures, and actively raise our country’s opening up to a new level. It is necessary to anchor the strategic goal of realizing agricultural and rural modernization and building a strong agricultural country, take the relationship between farmers and land as the main line, speed up the improvement of shortcomings in agricultural and rural development, and lay a solid foundation for the comprehensive construction of a modern socialist country. Based on the fact that our country’s ecological civilization construction has entered a critical period with carbon reduction as the key strategic direction, it is necessary to improve the regulation of total energy consumption and intensity, and gradually shift to a dual control system for total carbon emissions and intensity. It is necessary to promote the reform of the salary distribution system for teachers and scientific research personnel in colleges and universities as an important starting point to coordinate the development of education, science and technology, and talent development, and gradually establish a salary system that stimulates innovation vitality, knowledge value orientation, effective management standards, and both protection and incentives and so further stimulate the innovation and creativity of colleges and universities and research institutes. Focusing on the goal of improving the country’s oil and gas safety assurance capabilities and addressing the outstanding problems in the oil and gas system, we must actively and steadily promote the reform of the upstream, midstream, and downstream systems and mechanisms of the oil and gas industry to ensure stable and reliable supply. It is necessary to deepen the reform of the power system, accelerate the construction of a new power system that is clean and low-carbon, safe and abundant, economically efficient, supply-demand coordinated, flexible and intelligent, better promote the revolution in energy production and consumption, and ensure national energy security.

The meeting pointed out that at present, our country’s development is facing a complex and severe international situation. It is necessary to improve the top-level design of the new open economic system, deepen the reform of the system and mechanism in the field of trade and investment, expand market access, comprehensively optimize the business environment, improve the service guarantee system, give full play to our country’s comprehensive advantages, attract global resource elements through the domestic cycle, and improve the quality and level of trade and investment cooperation. It is necessary to adhere to bottom-line thinking and limits thinking, pay close attention to improving the national security system and mechanism, and strive to improve the ability and level of open supervision. It is necessary to closely link the establishment of a new higher-level open economic system with national strategies such as the high-quality joint construction of the “Belt and Road” initiative, and actively participate in the reform and construction of the global governance system.
The meeting emphasized that to implement the deployment of the 20th National Congress of the Communist Party of China on deepening rural reform, we must focus on consolidating and improving the basic rural management system, improving the food security system, improving the system and mechanism for comprehensively promoting rural revitalization, improving the policy system for urban-rural integrated development, and accelerating reform breakthroughs in important areas and key links. It is necessary to organically combine top-level design with grass-roots exploration, allow and encourage exploration in different regions according to local conditions, be good at discovering and summarizing practical creations at the grass-roots level, and provide timely support to those who encounter difficulties in exploration and innovation.
The meeting pointed out that since the 18th National Congress of the Communist Party of China, we have put green, low-carbon, energy-saving and emission-reduction in a prominent position, established and implemented a dual control system for total energy consumption and intensity, which has effectively promoted the substantial improvement of my country’s energy utilization efficiency and the continuous reduction of carbon dioxide emission intensity. Gradually shifting from dual control of energy consumption to dual control of carbon emission, it is necessary to insist on building first and then destroying it, improve the dual control system of energy consumption, optimize and improve the regulation method, strengthen the basic capacity building of dual control of carbon emission, improve the supporting systems of dual control of carbon emission, and actively create conditions for the establishment and implementation of the dual control system of carbon emission. We must consistently adhere to the principle of giving priority to conservation, do a good job in energy conservation at a higher level and with higher quality, and achieve maximum benefits with minimum costs. It is necessary to stabilize the pace of work, coordinate the relationship between development and emission reduction, seek truth from facts, do what we can, and scientifically adjust and optimize policy measures.
The meeting emphasized that to carry out the pilot reform of the salary system of colleges and universities and scientific research institutes, it is necessary to optimize and standardize the distribution system according to the needs and actualities of salary management, establish a correct distribution orientation, adhere to talent-oriented, highlight innovation priority, insist that salary distribution should be closely linked with performance, and give preference to those who are rooted in the front line of teaching and scientific research, undertake urgent, difficult and dangerous tasks, and have made outstanding contributions. It is necessary to strengthen the supervision of salary management to ensure that the state’s money is used where talent incentives and career development are most needed.
The meeting pointed out that it is necessary to further deepen the reform of the oil and gas market system and strengthen the construction of the production, supply, storage and sales system. It is necessary to increase market supervision, strengthen sub-sector supervision and cross-sector coordinated supervision, standardize the order of the oil and gas market, and promote fair competition. It is necessary to deepen the reform of the oil and gas reserve system and give full play to the emergency and adjustment capabilities of reserves.
The meeting emphasized that it is necessary to scientifically and rationally design a new power system construction path, and gradually reduce the proportion of traditional energy in a planned and step-by-step manner on the basis of safe and reliable replacement of new energy. It is necessary to improve the system and mechanism to adapt to the new power system, and promote the strengthening of power technology innovation, market mechanism innovation, and business model innovation. It is necessary to promote a better combination of an effective market and a promising government, continuously improve the policy system, and do a good job in the supply of basic public services for electricity.
