Xi Jinping pointed out that 10 years ago, in the face of changes in the world, times, and history, I proposed that human beings live in the same global village, and it has become more and more a community of shared future where I am among you and you are among me. Over the past 10 years, the concept of a community with a shared future for mankind has been widely recognized and supported by the international community, and is being transformed from concept to action and from vision to reality. In this process, the Shanghai Cooperation Organization is at the forefront of the times, upholds the concept of a community with a shared future for mankind, promotes the “Shanghai Spirit”, and builds a community with a shared future for the Shanghai Cooperation Organization. We uphold the fine tradition of helping each other and helping each other in the same boat, firmly supporting and safeguarding each other’s core interests, and becoming reliable partners on the road to development and revitalization; we practice a common, comprehensive, cooperative, and sustainable security concept, take care of the reasonable security concerns of all parties, coordinate responses to various traditional security and non-traditional security challenges, and jointly safeguard regional peace and tranquility; Dialogue and inclusiveness advocate the peaceful coexistence and harmonious coexistence of different civilizations; we uphold international fairness and justice, oppose hegemony and hegemony, and build a partnership of dialogue rather than confrontation and partnership rather than alliance, strengthening the progressive force for maintaining world peace and stability.

Xi Jinping emphasized that today’s world is intertwined with turmoil, and the changes in a century are accelerating, and human society is facing unprecedented challenges. Unity or division? Peace or Conflict? Cooperation or confrontation? Once again a question of the times. My answer is that the yearning of the people of all countries for a better life is our pursuit, and the trend of the times of peace, development, cooperation and win-win results is irresistible. We must shoulder the heavy responsibility entrusted by the times, keep in mind our original mission, persist in unity and cooperation, and inject more certainty and positive energy into maintaining world peace and development.

First, stick to the right direction and enhance unity and mutual trust. Facts have proved that as long as we keep the overall situation in mind, shoulder our responsibilities and eliminate all kinds of interference, we will be able to maintain and realize the security and development interests of all member states. It is necessary to strengthen strategic communication and coordination, advocate dialogue to bridge differences and cooperation to surpass competition, earnestly respect each other’s core interests and major concerns, and firmly support each other in achieving development and revitalization. Proceeding from the overall and long-term interests of the region, formulate foreign policies independently, and firmly hold the future and destiny of the country’s development and progress in its own hands.

Second, maintain regional peace and ensure common security. China is willing to work with all parties to implement global security initiatives, insist on resolving differences and contradictions among countries through dialogue and consultation, promote political settlement of international and regional hotspot issues, and build a solid barrier for regional security. It is necessary to improve the security cooperation level of the organization, severely crack down on the “three forces” such as “East Turkistan”, drug smuggling, cyber and transnational organized crime, and expand cooperation in non-traditional security fields such as data security, biosecurity, and outer space security. Continue to leverage the role of platforms such as the coordination and cooperation mechanism for neighboring countries of Afghanistan to push Afghanistan on the path of peaceful reconstruction.

Third, focus on practical cooperation and accelerate economic recovery. China is willing to work with all parties to implement global development initiatives, adhere to the correct direction of economic globalization, oppose protectionism, unilateral sanctions, generalization of the concept of national security, and oppose “building walls and barriers” and “decoupling and breaking chains”. All parties are welcome to participate in the third “Belt and Road” International Cooperation Summit Forum, and jointly pave this road of happiness that benefits the world wider and farther. The Chinese side proposes to expand the share of local currency settlements in the countries of the Organization and promote the establishment of a development bank in the Organization.

Fourth, strengthen exchanges and mutual learning to promote people-to-people bonds. China welcomes all parties to work together to implement the Global Civilization Initiative, promote the inclusive coexistence of different civilizations, and promote mutual understanding and friendship among people of all countries. We should continue to deepen cooperation in education, science and technology, culture, health, sports, media and other fields. In the next three years, China will provide 1,000 scholarships for international Chinese teachers and 3,000 “Chinese Bridge” summer camps to the countries of the organization, and invite 100 young scientists to participate in scientific research exchanges in China.

Fifth, practice multilateralism and improve global governance. We must carry forward the common values of all mankind, resolutely safeguard the international system with the United Nations at its core and the international order based on international law, oppose hegemonism and power politics, promote the development of global governance in a more just and reasonable direction, promote the modernization of human society through joint efforts to continuously promote fair rights, equal opportunities, and fair rules, and work together as builders of world peace, contributors to global development, and defenders of international order.

Xi Jinping pointed out that at present, the Chinese people are promoting Chinese-style modernization under the leadership of the Communist Party of China. We are willing to provide new development opportunities for all countries in the world, including the countries of the Shanghai Cooperation Organization, and promote the construction of a better world with new achievements in Chinese-style modernization.

Xi Jinping concluded by emphasizing that the road is not alone, and that all walks lead to a long journey. The Shanghai Cooperation Organization conforms to the trend of the times and the direction of human progress, and will surely continue to grow and develop with our joint efforts.

The participating leaders spoke positively of the remarkable achievements in the development of the Shanghai Cooperation Organization, welcomed Iran to formally join the “SCO family”, and looked forward to Belarus completing the procedures for joining the Shanghai Cooperation Organization as soon as possible. All parties stated that the Shanghai Cooperation Organization has continued to grow and its international influence has continued to increase. It has made important contributions to deepening good-neighborliness and friendship, safeguarding the common interests of member states, promoting lasting peace and stability in the region and the world, and promoting sustainable development. It has become a model of mutual trust, equal dialogue, and mutually beneficial cooperation. The “Shanghai Spirit” should be further promoted, mutual understanding and collaboration should be enhanced, regional economic cooperation should be advanced, ideological confrontation, division and discrimination should be opposed. Strengthen regional connectivity and the construction of large channels, support the docking of the “Belt and Road” initiative with the construction of the Eurasian Economic Union, deepen cooperation in the fields of economy, trade, finance, energy, technology, environmental protection, digital economy, and people-to-people and cultural exchanges, and jointly address global challenges such as food and energy crises and climate change. Jointly combat terrorism and other “three evil forces” and build a strong regional security barrier. Uphold true multilateralism, support the leading role of the United Nations, and strengthen global governance.

The leaders of the member states signed and issued the “New Delhi Declaration of the Council of Heads of Member States of the Shanghai Cooperation Organization”, jointly issued a statement on cooperation in combating extremism, a statement on cooperation in the field of digital transformation, and approved a series of resolutions on granting Iran the status of a member of the Shanghai Cooperation Organization, signing a memorandum of obligation for Belarus to join the Shanghai Cooperation Organization, and the economic development strategy of the Shanghai Cooperation Organization until 2030.

The meeting decided that Kazakhstan will take over the rotating presidency of the Shanghai Cooperation Organization from 2023 to 2024.
